CAROL A. FINLEY

Ms. Finley, a shareholder with Ritsema & Lyon, has been practicing law in the area of workers' compensation since 1986, having served in a variety of capacities in the private, judicial and public sectors. Ms. Finley joined Ritsema & Lyon in 1996 and her practice focuses on defending public and private entities in workers’ compensation claims.

Ms. Finley served as an Assistant Attorney General for the State of Colorado from 1989 to 1992, representing the state in workers’ compensation hearings involving the Subsequent Injury Fund, ICAP appeals, and consultation opinions regarding proposed legislation. Ms. Finley also served as an Administrative Law Judge for the State of South Dakota in the areas of workers’ compensation, grievances and unfair labor practices, and acted as a mediator in labor contract negotiations regarding public entity employees. She was Deputy Director with the South Dakota State Department of Labor, Division of Labor & Management from October 1986 through February 1988.

Ms. Finley carefully analyzes each claim to determine the potential exposure and advises her clients of their likelihood to prevail on the issues and whether settlement should be considered. She deals effectively with claimants’ attorneys, clearly communicating on behalf of her clients. Ms. Finley serves clients from the firm's Grand Junction office.
